Interesting title (Some Themes Missing) for the puzzle as well. Believe they ran it through the crossword creator to get a better result and reposted.

That really can't have been purely random chance, given the number of puzzles available to randomly select and the probably billions of possible configurations of a puzzle that size.

One of the clues is also "boxcars".
The only possible explanation is that the constructor was going for that general configuration but envisioned it as something entirely different from how many might interpret it and then some bonehead or person with twisted humor picked it for that day.

So the designer said he started in the middle, and among the clues in the middle are "boxcars", something about the brandenburg gates in berlin, a river in germany, etc. But he had no idea it was a swastika? Yeah right, pull my other leg.
I will add, if this was hand done by the creator and not computer auto-generated.....well, get a rope (HR) and put him on the street.
