Dude is going to scrap his truck. Not sure why he doesn't sell it out of state as I don't think NJ can stop it from leaving and being registered elsewhere.

That would be my thought. But, I think that if you sell it out of state the new state would require the title in order to issue plates. I think NJ could somehow restrict that transfer of title to another state. Anyone know ? ?

If so, I would maybe try to sell it in a farm and ranch state where the new owner could keep it off the road and just use it on the farm/ranch and never register it.

Well, to register it in Texas, all you need is the NJ paper title assigned by the NJ owner and a TX safety inspection. I registered a vehicle from TN a couple of years ago and that's all there was. So as long as you register it in a county that doesn't require emissions inspections, it should work. But maybe NJ can block the transfer?

Sounds like the guy is panicking. Likely a normal law abiding citizen who isn't used to the Gestapo coming after them, which is who power hungry bureaucrats love tormenting. A quick no reserve Ebay sale might solve his problem and avoid a total loss.
