If the US government isn't going to do their job it seems to me this is the proper next step. Why is Abitz so hesitant to take action?

I think you have an inaccurate view of what the RCC does and doesn't do. Per scripture, they do help feed and shelter those in need. The do not support the breaking of laws, particularly those being enforced. The state of Texas and the US is responsible for the flow of illegals being allowed in the past. Only in the past 10 years has it really gotten out of control. Go after all those taking advantage of the illegal laborers. I'm sure all of those folks are just liberals who do construction and ranching. All the Church does is to help people who are in dire straits (Matt 25:35)

He already has. He declared an emergency in most border counties and has already used his max state authority for the border.

Texas can't do much with trespassing due to federal law. Detainment and subsequent action has to occur within a state level crime.

There is no invasion declaration where the TXARNG goes kinetic and secures the border by force. It's a three way cluster of local, state, and federal jurisdictions.
