Rand Paul also mentions there are two labs in America who are doing similar research: One in North Carolina and one in Galveston?

I forget if its ut galv. Med schoole or tamug but one of them has the only BL3 lab in the state (or did 8 years ago.
They also got hit with massive fines about that time due to failures in their systems.
