By far the best thing would be indeed a national subdivision. There are really different cultures, and if they could live apart and just have commerce it would be better for all. Much like Spain remains Spain while Italy remains Italy.

School districts do not have immunity from Constitutional claims. I'm sure some enterprising lawyer could craft a 4th amendment or due process 1983 action.
