Observation:

Once I heard the smokers cackle I knew we were dealing with citizens of the highest regard.

Conclusion:

I feel sorry for the kids who have to grow up like this. Surrounded by idiots, they need to hope they somehow won the genius lottery to escape this wasteland.

my guess is it was illegal to sell inside the city, they pooled their money and drove outta town and loaded up on fireworks.
