Unfortunately with so much new population development Texas isn't made up of the old breed enough anymore to pull that off. I will admit I don't know the protocols to try but I'd assume it would require a very large vote and all the raging libs in Houston, Dallas, Austin, San Antonio aren't going to allow that.
