
Look at this data. New York's deaths per million of population is simply staggering. No other state on this chart even comes close.
And Cuomo gets tummy rubs from the NY press. Aren't they supposed to be tough?

The timing of the virus up there was so soon after the outbreak that they still had no clue how to treat it. It took them a while to figure out intubation as a last resort instead of an early intervention and the use of systemic blood thinners. Once they got the hang of how to beat the virus the death rate dropped. Italy and Spain had a similar experience.
Texas was lucky in that the initial outbreak wasn't huge and the initial social distancing seem to help slow the spread enough to buy time to get more information and PPE. Patients being treated in New York and Texas today would likely have very similar death rates.
