That is a quote by the Pharisees. Throughout the NT, they are shown to be misguided.

Actually the Pharisees don't answer until v. 34. The speaker here is the man born blind, whom Jesus healed. He is telling the Pharisees, "Look, I don't know who He is or how He did it. I don't care that He broke your precious legalistic Sabbath rules. I was blind. Now I can see. I think He is of God. How else can you explain it Mr. Pharisee?"

I'm no scholar and haven't looked this up, but there are similar passages throughout the NT where the word in the Greek connotes those practicing ongoing, habitual sin as opposed to those who have sinned/still sin (which obviously would include all of us). See, e.g., 1 John 3:9-10.

Perhaps the word "sinners" here refers to Unbelievers. God does not listen to Unbelievers, but he does hear the prayers of Believers??? What do you think?

We are all sinners and are therefore not worthy to be in the presence of God the Father (as in prayer).

That is why we pray through Jesus, his son. At least I know protestants do. Our sins are relinquished through the blood of His Son, and it is through that atonement that we, as inherently sinful, can pray to the Father.

"In Jesus' name we pray" or some variant.
