I forgot what people call him, but he's homeless, he pulls his little cart around, and he's often seen wearing dresses over pants.

The last time I saw him, he was holding a tyrannasaurus rex closely to his chest and he was petting it.

I don't know his story, but I feel sorry for the guy.
