At the time Lovett and Keen were in school (and wrote the song), the La Salle was vacant. The enchiladas mentioned in the song were from Los Nortenos.
At that time, Los Nortenos was located in the old Hotel Charles coffee shop. That's across the street from the La Salle, a couple doors down from where Los Norts is now. For a while after Los Norts moved, there was another Mexican cafe there called "Dos Hermanos," which has since closed.
The use of "La Salle" in the song is probably just poetic license. I guess they decided "La Salle" sounded better than "Hotel Charles." I agree.
The "Palace Walk-in" is still there, although it's an amphitheater now.
