In the last few days I have come across at least 3 Texas flags hung with red on top of white. Coincidence or Am I missing a sign for something.

My guess is they don't understand proper flag etiquette. Just in case, maybe I should try to remember what lake I lost all my firearms in.

Patently false. I've seen 100s of upside down state flags in New Mexico.
