So I donated $25 to be a member (with that new grad discount), and they sent me the car decal, and this small plate (2'' x .5'') with small holes in each of the four corners....what is this for?

That's your year bar, it gets to you faster than the actual plaque. Once your plaque comes in you can hang the year bar off of it.
