What is this dumb phrase from? And what does it mean? Why do I see a ton of dumbasses with stickers on their car with this phrase?

Robert Earl Keen!...He kicked ass last night in concert...One of the best Texas country music stars of all time...He is also an Aggie, which is why you see a lot of those decals around

It would still be a dumb phrase even if Tom Cruise or Jesus himself said it.

None of the roads in Aggieland go on forever and there isn't a continuous party.

Keen wrote it and had it on an album of his around 1990, Ely had it on a 1992 album of his and the Highwaymen recorded it and used it for the title of their 1995 album. Ely and Keen have put in on other albums since then as well.
