What does "or best offer" actually mean?

How long do you want to ignore this user?
When someone give a ticket price with "or best offer" tagged to it, is it implied that they'd be willing to take less than the price listed? I never know what to offer.

I've always read it as "I want X, and I'll wait for X, but if I can't get X then maybe I'll take your Y."

Or…

"Make me an offer thats close right now so I can stop worrying about these selling."

It means "make me an offer; I may eventually take less if no one gives the asking price."
So you're trying to guess what others might bid for the tickets.
