Probably over 1500 people lined up.

First 521 grabbed a lottery ticket. Number 130 was drawn so the 1st 129 were told they had to leave.

Each buyer can buy up to 4 each.

130 to 520 get to buy first then it starts over from 1-129. It made absolutely zero sense to do it that way since it was all the same ticket and they knew they weren't going to sell out.
