There is an industry magazine called "Maritime Reporter & Engineering News" that prints once a month. I don't get the magazine directly, but somebody in my office does. In any event, their is a timely and interesting article in the Sept 2016 issue regarding the status/strength of the USN and the recent moves by the Chinese and Russian governments both to establish sovereignty boundaries in various parts of the world, i.e. the South China Sea in China's case and in Russia's case, the shadowing of American naval vessels in the Med and in and around Turkey and NATO countries. Anyway, it's a good read.
