Jimbo and co have sent out dozens of out of state offers for top echelon players in the last couple weeks.
This far out from signing day, 2020, there are a lot of players that are very good that are underrated as three stars. The reasons for that could be any number of things: they are late bloomers, they have limited exposure to scouts due to the quality of their high school program, they were injured for part of their careers up until this point, etc.
A lot of the current three stars will ascend to higher rankings by the time they sign with the program they pick. This is because they may experience a major growth spurt, they may train super hard over the summer and then show out their senior years as if the "light switched on" for them. It all depends.
I would encourage you to look at the offer list of the kids before drawing judgement this early in the recruiting cycle.
Helm's offers are from: Alabama, Florida, auburn, Georgia, LSU, Michigan state, ole miss, etc. He'll likely get offers from all the big Texas schools as well as Oklahoma before it's all said and done
Folks like Avery Helm and Alfred Collins may be three stars now. But, they'll likely go up. Collins will likely be a top DL recruit by the end of the 2020 cycle. But, his school isn't know for football so his exposure has been severely limited. If he starts going to camps he'll see his star ranking go way up.
