Back to the OP's original question, I'd give him most "above the rim" since Elonu. We haven't really had an athletic big man since then (although I'd hoped Elijah Thomas was going to become one.)
But Jordan Green was super athletic in high school, he had several jaw dropping dunks. But given that he's quite a bit shorter and didn't play in the post, he wasn't above the rim very often.
