Old Ebbitt Grill has great food, right across the street from the White House. I love getting breakfast there and their chili is cheap and delicious. If you're in Georgetown or another one of the suburbs, the restaurant Clyde's is basically the same thing with an identical menu.

We did one of these walking food tours in DC. Good mix of history, architecture and food sampling. Probably not enough food to make a meal but you get to sample 5-6 different types of food and drinks. Some of the pub crawls also sounded like fun.
