I agree with you if the solution is EZ, fool-proof, permanent (over 10 years) soooo I've been using this for "flood" control but would work for your dog.
Instacart even delivers from Lowes!
Lowes/equal sells Quikcrete in the Red Bag which is lighter and all you do is
knife a hole in it, pour/fill where needed, hose it down as per directions and presto-chango,
dog has to find a new place to dig, so do over if/when it happens.
Also know that HEB & Amazon sell Cayenne Pepper Powder Bulk 4-5 LB ~$30 & it goes a long way, even skunks hate it. A perimeter of that might "train" a dog similar to a Tractor Supply elect.fence wire might.
Would love to see photos of the solution, whatever it may be .... people asking me for what works & not about this all the time ... and the flooding.
