High quality caulk and some paint or get the caulk pre colored to match.

If its still shifting, joint compound will just break again while caulk will give you a little more leeway.

Caulk will be visible. Only way to do it right is to remove existing tape and re-tape the seems, blend the texture, and re-paint.

I agree with all above.
The Money Pit radio show will also add: use fiberglass tape on repairs

Fiberglass mesh tape is the correct fix.

I've used it before patching my own home and I've specified it on projects. Works great! Below is a link but you should be able to find it at Home Depot or Lowe's.

Make sure to use hot mud when embedding the mesh tape, not RTU or light weight all purpose stuff that is best for finish coat and texturing. Make that mistake before.
