Stabilized sand is what you are looking for.

Probably ask your favorite dirt contractor. (Kelly Burt or Brazos Paving...) I don't think you can get it at a landscape supply because it has to be mixed and can't get wet (or it starts to set up)

I'd start with 1 bag of regular quickcrete and two bags of play sand. You're just making very sandy concrete.

True stabilized sand will have a very uniform sand size, where quickcrete uses a "well graded" assortment of grain sizes for aggregate; ranging from fine sand to small peagravel. But it'll still do what you need it to.
