Guessing it is the orginal in the house from 1996. Doing a kitchen and bath reno. Need to rip out the bathroom sink, but the hot water valve only closes about 90%.

Do i need to just shut off water to the house and replace the valve or is there an easier fix? Most stuff i'm seeing via google basically say to try to use pliers.

We had something similar. The valve wasn't able to close due to hard water buildup/sediment from the old water heater. Bet you need to replace the valve by cutting off the water. Bummer.

You're not going to do a remodel and not replace that valve so bite the bullet and turn the water off for a few minutes.

kind of what i figured, but thanks for confirming.

was hoping to wait until the sinks and toilet were out before replacing the valves b/c access will be easier, but i'll just replace now.

Could you unhook hose at faucet and pour vinegar down to maybe break up sediment enough to shut off valve?

or you could just turn off the water and replace the valve, which you have to do at some point anyway.

I had to have mine replaced after my pipe burst. When they removed mine they found the rubber gasket had blocked it from shutting off completely. I have also seen things on youtube that say something about tightening the screw on the front if yours has one.

If you are busting our pliers to close the valve, you'll probably break the valve handle anyways. Either way you should replace it.
