Best shrubs for privacy

we recently moved into a new subdivision who's HOA doesn't allow for privacy fences. We put in a hot tub and recently got new neighbors who's side bedroom window looks square at our hot tub. Any suggestions on trees or shrubs that would work in a situation like ours. We have large post oaks and clumps of yaupon so not really looking for more of those

Oleander grows like a weed. Our old back neighbors had it inside their fence and it would grow 2-3 feet each year after they trimmed level with the fence. stuff just grows and grows...

Something seems odd:

HOA allows for a hot tub to be plopped in the backyard but not for privacy fencing? What an odd rule, I would rather see quality fencing than everyone's hot tub.

Just another reason to loathe HOA's, I guess...

Just a thought - your HOA doesn't allow fences which we all see as being on the property line and a border. Can you all put up a fence-like structure around only part of the hot tub that's not on the property line as landscape details? Maybe a tight lattice trellis with vines or shrubs?

Just curious, but you are saying no house in your neighborhood is allowed to have a backyard privacy fence? You mean no fence at all? Or just only certain kinds of fences? What is the reasoning behind this? That seems very unusual.

The developer is still in charge of the HOA. The only type of fences that he's approved thus far is a 3 board fence or ornamental iron fence. We put in the iron fence.

You can do quick growing ivy on the metal fence like Carolina jasmine or southern jasmine. They are both evergreen.

Red Tip Photenia is fast growing over eight foot evergreen over planted and you have to watch for black spot but they provide beautiful maroon leaves.

Is the hot tub under a porch? If so, could you sort of close it in on that side with some nice, modern looking cedar slats & vines?

Hot tub is to the side of the porch, about 10 ft from corner. We are able to watch TV while in hot tub

Gold Star Esperanza will grow in CS; it can grow to around 7 ft and grows pretty quickly. If we get a hard freeze you might need to protect it, but it does have pretty blooms.

And you don't want them growing near your home's foundation/slab. They suck the moisture from under your slab and can cause foundation issues.
