Fungus under mulch?

Pulled up a few dead plants & this white powdery substance was under the mulch. None above ground.

It's most likely an innocuous wood decay mold.

Is that colored mulch? I usually use the colored stuff and notice the fungus each year when I clean it out, exactly as you're describing. When I use uncolored cedar mulch, I don't get the fungus. It has never caused any problems for me, however.

Vigna at is right. don't apply anything to kill it as that will undermine the usefulness of the mulch.
