US Kids Golf sell them in ranges, I think the set you linked it is equivalent to their 51-54" set.

To your question, yes it means that it should fit kids 53 tall or taller. It is interesting I googled Top Flite Junior clubs and this seems to be the max height they sell clubs for. US kids clubs go a few ranges higher but they are more expensive than Top Flites. I am wonder if your child is say 54" tall, how long these clubs would fit them before you had to move on to something else. Is this for recreational or competitive purposes?

It isn't for my son as those are too tall for him.
