I don't think it's a format issue so much as a one solid team and a bunch of mediocre garbage problem.

They understand it all too well. Their problem is that there isn't anything they can do about it so they try to market the "one true champion" bull**** like it's something good. BDF can't add teams to get divisions because it decreases member revenues when only garbage teams would be willing to join the BDF and would likely hurt the already poor perception of the conference anyway. Blowing the BDF up results in sip and paperclip hoping to find a seat somewhere in a real conference but that means starting over as the new kids living outside the clique. They won't do well where they no longer call the shots and have to accept the conference decisions without twisting arms & bullying their fellow conference members to get their way.

They're screwed.
