Define normal wear and tear to paint in a rental

Tenants live in house with for 18 months. What constitutes normal? Have pretty much expected to repaint after every tenant in my rentals.

I use sherwin williams semi gloss in divine white. Its tough and hides well. I expect to get multiple years out of it.

Anything more than nail holes, cleaning trim, and minor touch ups after 18 months is an issue.

This landlord used the cheapest flat paint possible.

Not sure why anyone would use flat, that has to be a real paing to clean and any scuff is there. We have all semigloss and eggshell in bathrooms.

Flat paint? You're asking to repaint it every year.

Why not buy something that will last with just minor touch ups? Even just skipping one year will pay dividends against the time.it takes to paint a house.

Because the guy is cheap and not very smart when it comes to contractors and houses.
