Structural engineer is the independent version of a foundation guy that doesn't do repairs. Houses are expensive, go ahead and pay a structural engineer to come look. Worst case, you get peace of mind.

Inspectors are always trying to shift liability to structural engineers, etc

I am an Aggie Civil PE and live in Friendswood and have owned 4 houses and have done a foundation level in meyerland as a homeowner.

I'll take a recreational look at it for free and give you my unofficial opinion

The foundation corner cracks are very common, the bricks not so much

I wonder if it always that dry next to the slab, unless it rains of course. If the ground around the house is allowed to dry out like all the time no wonder there is so much expansion.

Steel lintel is rusting over time & expanding. Combine that with thermal expansion. The pressure appears to be popping the brick veeners. Doesn't appear structural.

Caveat all this with I know jack squat about it other than the fact that I have a section doing something similar & googled it.

I would not say they are trying to shift liability onto an engineer. they just know that a foundation company will find work to be done. Either way they need an Engineer's report.
A good plan violently executed now is better than a perfect plan executed next week.
