When these governmental agencies level fines, where does the money go? Saw Facebook was potentially looking at a $5 billion dollar fine from the FTC...that appears to be quite a fine, considering the FTC annual budget is "only" $300 million or so. I would have thought it would have gone to FTC coffers to offset expenses, but in this case being its 16x their budget....

Any ideas?

Generally to Treasury. In some circumstances they are distributed to victims.

Payable to US Treasury. The fining agency may disperse funds to victims if they can be identified, but rare.

Massive conflict of interest if the agency leveling the fine got to keep the money. Doesn't stop the cops from setting speed traps though.
