When booking with European airlines, when they say hand baggage, I assume it means the same as carry-on luggage that ends up in the overhead compartment. Trying to figure out if I need to pay for extra baggage now or if it isn't necessary.

Yes. Hand luggage = Carry on

Follow up, it seems like the dimensions for said baggage are really small. 55 x 40 x 23 cm

Several airlines like Vueling that we just flew have a "hand bag" policy where it is the size of a purse and to be put under the seat in front of you, and a"carry on" is a larger travel bag that goes into the overhead bin. They will give you a tag to put on your bag when you check in based on what you are paying for and if you didn't pay for the carry on then you can't put it overhead.

Just make sure it says it qualifies as an international carry-on -- it is generally about an inch smaller as I recall.
