Why did MLB host games where fans weren't allowed?

I'd think if they didn't want fans, they wouldn't allow it at all. So why host them in a state that doesn't allow it? I think they should have done it all in Texas or added Florida to the mix.

Texas and Southern California gave them a way to have two stadiums near each other for each league that would be true neutral sites.
