Is there any reason why its at the end of July? It would seem like it would be better if they gave teams more time to decide whether to dump or pick up players.

I dont see what it would hurt to have it Sept 1.

It's always been then. The only difference is that there is no waiver trade deadline at the end of August like there's always been. It's a hard 7/31 deadline this year.
