I tend to agree. France is loaded, but they just lost Bundesliga-leading scorer Nkunku to an ACL in training earlier this week… and that churned up some drama because it appeared at first glance to be due to a bad Camavinga challenge (when in reality Nkunku slipped) so he's taken racial abuse from "fans."

He is technically outside of the penalty box, so I'd guess indirect kick on the closest spot in play where the foul was?

Seems like they're pretty good at adding actual stoppage time. I feel like it used to be 2-3 minutes pretty much no matter what, and 5 minutes if someone died on the pitch with a 20 minute delay.

Was curious and searched… the accepted answer here sounds right… and they say it'd be a penalty.

Even if unintentional, if the hand is away from the body and impacts the flight of the ball, it seems like that's always called.
