What the ref called was dangerous play from the high boot (playing in a dangerous manner). That's always an indirect kick, regardless of location. So you spot the ball at the infraction and set a wall at 10 yds. If the goal line is closer that 10, players may stand on the goal line only inside the goal itself.
She butchered this on many levels. First, dangerous play at this level doesnt come from a high boot. That's rec league. Technically, that call requires the other player to flinch away from perceived contact with the boot. Sauerbraun not only didn't pull back for fear of being kicked, she actually dove her head into the play and got kicked as a result. It should have been a straight out PK. Second, only the players on the goal line are allowed to be less than 10 yds from the kick. Anybody not in the line in the goal must be the standard 10. The ref had a corner of the line on the near post then angled it out and other players just randomly everywhere.
If you are going to screw up, might as well go for gold I guess.
