I saw a coin (or something small) come out of the stands but I didn't see the chair. Yikes.
I will say that as a fan who has endured opposing players celebrating in front of their opponent's fans, I find it infuriating and them doing that does nothing but escalate the issue...even if they don't directly go into the crowd. Go celebrate in the middle of the pitch with your teammates as opposed to taunting the fans.
That said, you can't throw a chair onto the pitch under any circumstances.

According to unconfirmed reports, Mikel was in the referee locker room with RDM after the game taking issue with the remarks. Shortly after that the official complaint was filed with the FA.
