Garfield, Greek and Latin (had to google the languages). He also apparently campaigned in English and German...interesting.

How long do you want to ignore this user?
Most likely someone in the Navy. I suspect Gerald Ford as Roselynn Carter would not have it.

Big Jim has one confirmed (Teddy) and one reported (Jackson).

Still need one more confirmed and it surprised me, especially with what it was (very 2000s but he was a 19th century guy).

I was thinking military as well (like Kennedy or Eisenhower) but BQ shot that down with 19th century....

I'll stick with military and say while on a bender one night, Grant got one. (Pure guess...I have no idea)

Not a military man.

BTW the bonus answers to go with Big Jim's answer:

TR: A large family crest on his chest
"OH": Supposedly a tomahawk on his thigh.

One more guess - Obama since he was from Honolulu full of tattoo parlors.

Good guess but not according to my source.

I'll reveal the tattoo before the wearer: it was the Chinese character for "Eager." And that really isn't a hint so don't read too much into it.

Since no one has responded I assume you give up, the second confirmed presidential tattoo was on James Polk-- I was surprised.
