In most instances, this just translates to "don't buy this car".

What does this really mean?

In your opinion, is there ever a time that it is acceptable to buy a car with low freshwater damage.

Yeah. That's what I thought. I wasn't interested in a car like that, but I just saw one and wondered if there was ever a reason to seriously consider it.

When there are pictures of the actual damage, the pre-inspection comes back saying that the repair was done properly and that critical components/frame where not involved, and the Carfax doesn't show the ding.

10y/o police car = 10y/o rental. Stay away.

Lots of time spent just idling, but also lots of time being hooned.
