That'd be one way for Dora to shut it down.
That's also a good way for her to get on the wrong side of a huge block of people in a year that she is up for re-election. While the HLSR volunteers and a large chunk of patrons likely vote R, I'm willing to bet there's a fairly decent sized group that either votes D or doesn't vote at all that would turn against her if she was single-handedly responsible for shutting down the HLSR & carnival.
