Depends on if they are Galveston county or not. Check the map.
Why would you go even if they were?
Not for me but one of my spring breakers was looking for something to do while in town.
If anyone is interested I finally got someone to answer on their main number. They are open 12-7 all week.

I believe the Boardwalk is in the Galveston County. Think Clear Creek is the boundary between Harris and Galveston County down there.

What part of 'the fun never stops' was confusing?
It was open on Sunday. We were down on Clear Lake for some social distancing and made our way over to kemah. Aside from some smaller then usual crowds, everything appeared to be running like normal.

Galveston County doesn't have any,bar, restaurant restrictions YET so it should be open. But that could change at any time. City of Galveston has shut down bars, restaurants and attractions.
