Sounds like he said it is NOT up to local. Unless covid hospitalizations get to 15% or more of capacit.

county officials can only put measures in place if hospitalizations exceed 15% of bed capacity for 7 consecutive days. they cannot reduce businesses to <50% capacity for any reason. you cannot be jailed or fined for not following mandates (at a personal level).

According to SETRAC, Harris Co is 11.7% and the region is 12.1%
