Crime is up significantly. DAs Office refusing to prosecute "petty criminals" since jails are full, so cops are tired of turning guys in just to see them exit back onto the street. Also small drugs amounts are ignored now for the same reason. Response times to calls way up. Criminals are seeing this momentum and are more brazen. Likely they will not get caught. HPD morale lower than ever.

Bigger than Art. This is because of all the straight ticket Betocrat voters that elected unqualified justice department officials.

I've noticed an uptick in crime in Montrose, including a few gun-related robberies over the past month.

For a few years small crimes have not been prosecuted, so now the crimes are escalating.

A quick trip to the inflation calculator puts $445M in 2002 at $632M in today's dollars, just FYI.

It's still a ~30% increase in budget for a 10% reduction in FTE's.

Is this increase just to cover pensions?

Speeding tickets bring in $$$. Taking Hector or Antwan downtown for slangin dime bags costs $$$.

I can't find the details but I'd imagine it's pension-driven.

The challenge for Houston is going to be maintaining basic law and order and infrastructure (roads!) as pension costs continue to grow and crowd everything else.

Probably. And they're probably still underfunded/books cooked/underfunding in real time so the problem continues to grow until Chapter 9 happens.

It's bigger than Art, but those that are responsible for this where in office before the Beto election.

Those new judges aren't the problem. (On this)

One thing I have learned recently from the news is I am staying far away from the strip clubs on 59S and driving down 59S in general. seems like every morning there's a shooting somewhere on 59S and a majority of time the fight started at a (strip) club close by.
