Not certain that they have beef ribs but 99 Ranch Market (Blalock and I-10) has always had what I've needed when the typical grocery stores don't.

Yeah, if there's an HEB in the area pretty sure they would have them. I know they're available at the one in League City.
Central Market (and most HEB) will carry short ribs. I suspect you are looking for back ribs, which are much more difficult to find. Pete's can get you Waguyu from Marble Farm and they are fantastic.
Costco has prime beef ribs.
Guessing he's just some moron that assumes a mexican grocery store is automatically going to give you the runs.

If you hit them at the right time, you can go to meat section and ask for "beef plate ribs" at H-E-B. One rack is 4 ribs and they ran about $20 last time I picked some up.

Christ, 10.99/lb at Pete's for plate ribs. Of course they're also charging 8.99/lb for a prime brisket.

Costco most certainly does carry beef ribs. I have purchased them multiple times. they are ~$5.99/pound for prime when you buy the untrimmed/uncut four-bone plate.
Sergio the butcher must have led me astray then. I'll have to check back.
The Costco I frequent is the Willowbrook one.
They sell the ribs in their weekend meat display already trimmed up and sliced into single bones. Those are like $9-10/pound. But if you ask nicely they will sell you the vacuum pack they get from the supplier. For like $5.99
