Do I have a leg to stand on in this scenario:

1. Flooded in Harvey
2. Didn't receive notice of Substantial Damage from city until after Jan 1.
3. Due to the above, had to demo house (in 2018)
4. City valued structure at 50% of 2017 value

Since we did not receive the damage notice until after the first of the year, and based on that information, had to remove the structure...can I make a case that the 2018 value of the structure should be effectively zero, or close to it?

If they don't just call the news and tell them HCAD is overtaxing Harvey victims trying to rebuild their lives.
