I don't like it either but where else are the funds going to come from? Unless the municipality magically improves its efficiency 100 fold overnight, there will be some serious budgetary shortfalls that may affect basic city services.

I heard that Mayor Turner reached out to JJ Watt with the enticement the City of Houston would be better at deciding who needs that money he raised since his charity isn't equipped for disaster fund distribution.

Hopefully JJ knows better than that as the COH will just fund their services rather than directly to people in need.

That proposed percentage is more than double the current rate, correct? So basically he wants to double everyone's already rediculously high current property taxes? Most people won't be able to afford that.

EDIT - Read the article and it's a raise of 8.9% and not to 8.9%. Will be interesting how they make it work as like others I don't like "temporary" tax increases.

Wouldn't it be more like triple for most homeowners? F that.

Also, as Here4Beer said...with the government, nothing is ever temporary. Sure the rate will come back down from 9% (which is INSANE) but I highly doubt it will come back to what it was.

So let's tax the people more that just lost everything. Is he going to adjust the taxes for those that do not have a home to tax, or continue with the appraised value as it was last year?

The Feds are going to reimburse most of the costs listed in that article if not all. If there is a hole in the federal relief bill get it addressed. That is the mayor's job to lobby on our behalf. Does the city not insure its vehicles? It doesn't look like any of this will deal with flood control or prevention. It is absolutely crazy to jack up the taxes on people who are trying to recover. That will stunt the city getting back on its feet. Seems like the typical democrat mantra of don't let a good crisis go to waste.

I would think that they're going to be a lot of condemned properties on January one whose assessed values are going to drop significantly over last year's January one assessed value.

Turner has found himself in a no-win situation with that proposal. The flooded and wealthy are already fed up with property taxes, the flooded and poor can't afford it, those who are dry have probably already donated to a Harvey cause or think they shouldn't subsidize the decisions of those who live in the flood plains. They also know market forces for dry houses will have HCAD gunning for them extra hard next year as valuations keep rising. Furthermore, its his job as the mayor to go lobby to other forms of government to pick up the tab, since this is going to be the costliest natural disaster in U.S. history.

I've heard hcad is planning a mass reappraisal for flood affected areas so that should solve part of the complaint.

Every other jurisdiction yes. The city's tax revenue is actually capped so that it can only increase by roughly 4.5% a year, so the rate has actually been going down as values go up (as should happen everywhere, but never does)

I think this temporary increase was part of the original revenue cap implementation. Basically it allowed the cap to be exceeded for one year if there was an emergency.

Just curious, would you say the same thing if the disaster was an earthquake in California? Where does the Fed's money come from?

This is an 8.9% rate increase, so this will be in addition to the 10% increase you get from HCAD.
