Very weird situation.

Kid was going house to house apparently offering to mow grass. Seems innocent enough but this can often be a way to case homes.

Anyone a "cop" shows up and questions them and puts them in cuffs. They then later go to his house and further harass.

So what is the verdict? Real cop? Fake cop and innocent kids? Were the kids in on it trying to go viral?

There appears to be a police car in the background. I don't see any reason to doubt that he was a real cop. If he is, however, he sucks at his job.

the cop sucks at his job... why didn't he call for backup when he was pulling out the cuffs?

and once he made the decision to get the cuffs out, it usually results in the person going in cuffs, not the cop being talked out if it.

Real cop, someone called 911 about him knocking on their doors and this kid lied either about his age or birthday after not giving him his ID. Cop wants to detain him, kids does not want to be detained. Situation escalates.

The video starts after they're already talking. The officer may have already identified himself and explained why he wanted to talk to the kid before the video starts. I don't know why people think whipping out the cellphone to record gives them some magic power to walk away and tell the officer to eff off. The cop doesn't seem too swift, but he's probably responding to a neighbor complaint.

These little punk asses are disgusting. They are trying to use a cell phone video to claim harrassment in order to misdirect you from the fact one has a warrant out. Hiring a Philadelphia attorney?

Marlin Gipson, 20, says he was allegedly harassed by a Precinct 1 contract deputy in his own neighborhood on July 18. Gipson says he and his brother were mowing lawns in the neighborhood when the deputy approached them.

The brothers have hired Philadelphia area attorney S. Lee Merritt to represent them. Merritt says the brothers have both filed internal affairs complaints with Precinct 1 Constable Alan Rosen's office.

Rosen's office has has denied that the two young men were improperly treated. They have pointed out that Gipson has an outstanding warrant, and gave a false name when asked by the deputy.

Rosen's office also says that the entire incident was captured on body camera. Rosen's office says the body camera footage will dispute what the brothers allege.
