Does anyone know if No Parking signs are required before you can tow someone in Houston? If a restaurant owner sees people park in their lot and walk off property, can they tow or not?

This. Walked out to my truck one night when I was leaving midtown to go somewhere else. I get to the place in the street where I parked my truck, and it was gone. I was like "WTF" and a HPD car rolled up and asked "do you drive a gray Nissan?" When I told him I did, he told me it was parked in a no parking zone (BS, I was about 2 feet behind the "no parking from here to corner" sign) and that the tow truck driver was sitting in the Walgreen's parking lot and would drop it for $100 cash. Effing money grab.

Park there and I hope they tow your car.
