Pretty much, yes.

Basically establishing 51%+ usage for manufacturing purposes on both of our meters. They are both mixed use manufacturing and administrative but both should be far above the 51% mark.

The audit would essentially be capturing all electrical loads and establishing an annual manufacturing purpose consumption for a year (on paper) to satisfy that the use tax on the meters should be exempted.

We used a guy named Britton Elkins out of the Woodlands, probably 4 years ago. I can't seem to locate his contact info, but you might have luck searching for him. He was very reasonable on price and efficient.
