Actually, Rafter D were required to keep it up with "best practices in accordance with animal husbandry", per the lease. The grass, the fence, and this whole fiasco tell a quite different story. When you're buddies with the mayor and his BBC cronies, that means nothing. Yes, it may not be illegal, but it sure smells like the south end of a north bound longhorn.
